Chuck Kessler is a certified planner and certified environmental planner for EnviroScience’s Ohio environmental consulting services. Chuck manages key projects involving site assessment services and NEPA compliance activity for federally funded projects. He is knowledgeable and experienced in the site assessment process, ODOT’s Transportation Development Process (PDP), the Local Public Agency (LPA) project development process, and various environmental regulations relating to transportation, land development, property assessment, and construction projects.

Chuck has written and managed the preparation of numerous environmental documents and reports. These have included Phase 1 ESA’s (due diligence investigations), environmental assessments (EIS format), categorical exclusion (CE) documents, feasible alternative summaries, transportation corridor studies, 404 Army Corps of Engineers permits, 401 state water quality certifications and Isolated Wetlands Permits, Section 4(f) evaluations, and Section 106 consultation documents. He is familiar with the requirements of the National Environmental Policy Act (NEPA), the National Historic Preservation Act, the Ohio Department of Transportation Act, CERCLA, RCRA, NPDES, the Clean Water Act, All Appropriate Inquiry, AAI, etc. In addition, Chuck has extensive experience in dealing with the public and local government stakeholders and conducting project-related public involvement activities for the firm.
